There are no locations on T6 BBs where IFHE with 152 mm shells can make any difference. In ranked battles IFHE is a waste of 4 skill points because regular HE can pen 25mm hull plates on T6 BBs. IFHE is good for Cleveland in random battles where she gets up-tiered. So basically: gunboat or AA Cleveland for ranked? Then IFHE, or DE? Or are they better off used together, so that you get the increased penetration and keep a decent fire chance? And then turret rotation, adrenaline expert?
So that would mean packing the Hydro consumable instead of DF, for starters. An AA build is the easy route, obviously (AA perks, AA survivability module, DF consumable), but with all the posts I've seen predicting smoke for this meta, I'm curious about a gunboat/DD killer build for the Cleveland in ranked. Reasonable arrangement of the propulsion and elaborate design of the bottom improved the ship's survivability. Owing to rather large dimensions for her type, she boasted excellent armor and had a very powerful AA armament. The most numerous class of cruisers in the world.
